The story begins at an emergency hospital in a devastated Tokyo, to which is brought American reporter Steve Martin, one of the wounded. In flashback, Martin tells of his stopover in Tokyo, where he finds himself confronted by the emergence of a menace to navigation in the Sea of Japan. Something is causing ships to catch fire without warning and sink with no time for escape. The island inhabitants' believe in a fiery dragon beneath the sea.
